The Jade District sits in a large portion of the Powellhurst-Gilbert Neighborhood, one of the largest in the city by geography and population. It is also one of the most diverse and resource challenged areas in Portland, while the Jade District is one of the most park deficient areas.
APANO is working with neighbors, business owners, and other organizations to advocate for the only viable piece of land in the district to be developed into a public community park. Please take a few minutes to learn how you can help.

This online petition is to collect names of Jade District neighbors and supporters to add as signatories on a letter to Portland Parks and Recreation, Portland City Council, and other influential parties. Here is the letter we are sending for your reference and a brief background of the ask below.
Background
The Jade District is one of the most park deficient areas of Portland and residents have been advocating for a park and more greenspace for years, as evidenced in the 2014 Jade District community visioning. This visioning demonstrated broad, cross-cultural desire and need for accessible parks and nature.
In 2018, the EPA's Greening the Jade project identified the lot at 2815 SE 90th Place (at the corner of SE 90th Place and 89th Avenue) as the only suitable site for a park in the Jade District. Metro's Transit Oriented Development (TOD) department subsequently purchased the parcel in 2025 with the intent to develop affordable housing.
Most critically, Metro TOD has indicated a willingness to sell the parcel, but time is of the essence. Metro plans to issue a Request for Proposals (RFP) to developers by August or September 2026. Once that process is underway, this opportunity to secure the land for public greenspace will be lost.
